Capacity development program for Financing Municipal Water Supply and Sanitation Services


The World Bank has entrusted to the Aquasan Network in BiH to implement the "Capacity Development Program for Financing Municipal Water Supply and Sanitation Services", which is intended for decision makers and senior management of local government units and water companies in BiH. The main objective of the program is to develop capacity on basic financial concepts and financial management. This is necessary to understand how to effectively manage revenues and expenditures, including accounting practices, asset management, tariff setting, investment evaluation and funding access, and in order to make informed financial decisions at the LGUs and PUCs level. One of the most important benefits forparticipants of the Program is that they will develop their capacity to conduct business analysis of the company, and learn how to develop an action plan to achieve financial sustainability.

The content of the program is based on course materials conducted by the World Bank at the global level, which are adapted to the context of BiH, and designed in such a way that they can be easily adapted to other countries in the region. As part of the project, the Aquasan Network in BiH, in cooperation with the World Bank and D-LeaP TS, organized a Validation Workshop attended by representatives of Associations from both entities, as well as representatives of other financial institutions and donors, such as UNDP and the Swiss Embassy in BiH. Workshop participants validated the draft D-LeaP "Capacity Development Program Financing Municipal Water Supply and Sanitation Services ", followed by finalization, that is delivery of the Program, during which Aquasan Network in BiH will take into account all collected comments and recommendations from  the participants of the Validation Workshop. After the finalization of the Program, there will be training of local experts who will be the trainers of this Program, that is conduct trainings in accordance with the methodology of The Danube Learning Partnership (D-LeaP). The project will be implemented throughout BiH, in cooperation with the Associations of Municipalities and Cities of FBiH and RS and Associations of PUCs.  Its end users will be senior and middle management from 142 LGUs and 130 PUCs in BiH. The ultimate goal is to increase the knowledge, skills and abilities of the representatives of LGU and PUC in order to increase the financial sustainability and quality of water services in BiH.
