At the invitation of the Federal Ministry of Agriculture, Water Management and Forestry, Aquasan Network in BiH actively participated in the public discussion process on the draft "Regulation on the methodology for determining the lowest basic price of water services in the Federation of Bosnia and Herzegovina" which lasted from October to November 2020.
Aquasan Network in BiH has been one of the main initiators of the reform of the water services sector in Bosnia and Herzegovina from its beginning, so the public discussion process was an opportunity for Aquasan Network experts to give their additional contribution to improving the water services sector, through analysis, comments and recommendations for improving the draft Regulation.
The draft Regulation was considered in detail from the legal, institutional, technical, economic and social aspects. On this basis were made specific remarks and suggestions for improving the text of the Draft Regulation. Special emphasis was placed on the sustainability of water utilities through the establishment of the economic price of water services, the inclusion of all relevant costs (metering costs, depreciation of infrastructure, etc.), and cost optimization and application of modern models for calculating water prices which are in accordance with legal regulations and relevant financial / accounting standards.
Detailed comments and proposals for improving the Draft "Regulation on the methodology for determining the lowest basic price of water services in the Federation of Bosnia and Herzegovina" were submitted to the Federal Ministry of Agriculture, Water Management and Forestry within the deadline, so they are expected to be considered and adopted and in the form of the Proposal of the Regulation referred to the procedure of adoption by the Government of the Federation of BiH.
