Initial Capacity Development Event within the Financing Municipal Water Supply and Sanitation Services in Bosnia and Herzegovina Program


The World Bank, the International Association of Water Service Companies in the Danube River Catchment Area (IAWD) and the Association for Water and Environmental Protection "Aquasan Network in BiH" have launched a program to strengthen capacity in the field of water services called "Financing Municipal Water Supply and Sanitation Services in Bosnia and Herzegovina". The Initial capacity development event for both target groups was held in Banja Luka from 12 to 14 July 2021.

The delivery of the Initial Event for LGU officials and their PUCs in charge of financing communal water services and capital infrastructure investments was organized on July 12 and 13, 2021, and the event was attended by 36 participants. The main objectives of the Initial Event for this target group were for participants to raise the level of understanding of the characteristics of water services and PUCs, which differentiates them from other types of business, to know how to read and interpret PUC financial statements, how to use business performance indicators to understand PUC operations, and to raise the level of understanding on how to use financial concepts to make financial and investment decisions.

The delivery of the Initial Event of the program for decision makers, ie mayors and heads of LGUs, presidents of councils / assemblies of LGUs and directors of PUC, was held on July 14, 2021. The initial event of the CD Program for Financing Municipal Water Supply and Sanitation Services in Bosnia and Herzegovina, attended by 30 participants, enabled decision makers from LGUs and PUCs to exchange experiences with their colleagues at the same level. Through the example of the City of Gradiška presented by the Deputy Mayor of the City of Gradiška, Mrs. Dragana Ilić and the director of PUC "Vodovod" Mr. Sandro Zeničanin from Gradiška reviewed successful programs and projects, ie experiences and good practices, and lessons learned, related to the reorganization of the provision of water services and the improvement of PUC operations.

The “Capacity Development Program for Financing Municipal Water Supply and Sanitation Services” will be implemented through a total of three related cycles / events in 2021. The second event of the Program will be held in September 2021, as well as the first, separately for both target groups, while in the Final (third) CD event both target groups will participate together.
